SINAG Cagayan Valley Holds Ceremonial MOU Signing at the Cagayan Valley Startup Week (CVSW) 2024

The SINAG Cagayan Valley marked a major milestone during the opening ceremony of the Cagayan Valley Startup Week (CVSW) 2024, held on September 17, 2024, at SM City Tuguegarao. One of the key highlights of the event was the ceremonial signing of Memoranda of Understanding (MOU) that aim to strengthen the region’s startup ecosystem and enhance support for emerging innovators.

A significant agreement was formalized between the consortium and the Association of Angel Investors Philippines (AAI Ph), reinforcing collaboration between startup enablers and the investment community. In addition, a separate Co-incubation Program MOU was signed involving three of the region’s leading Technology Business Incubators (TBIs):
  • Business Incubation Zone for Novel and Sustainable Technology Enterprises (BizNEST)
  • Cagayan Valley Legumes Technology Business Incubator (CVLTBI)
  • Agri-based Developed Processed Products Technology Business Incubator (ADePT-TBI)

This partnership aims to provide startups with greater access to resources, mentorship, and funding support—further positioning Cagayan Valley as a rising hub for innovation and entrepreneurship.

During the ceremony, Mr. Cloyd C. Velasco, President of AAI Ph, expressed strong support for the partnership. He noted the growing number of startups and MSMEs in the region and emphasized the need to address funding challenges and strengthen technical knowledge for sound investment decisions.

 “We will do our best to be a helpful organization and partner of the consortium,” he remarked, underscoring AAI Ph’s commitment to empowering local innovators.


Mr. Mark Patrick Atabay, ADePT-TBI Manager, highlighted the significance of unifying the efforts of the region’s TBIs through the co-incubation program. He emphasized that the MOU—planned since the establishment of SINAG Cagayan Valley—marks an important step toward maximizing shared resources among incubators and extending these opportunities to startups across the region.



The MOU signing reflects a shared vision of building a stronger, more connected startup ecosystem in Cagayan Valley. By enhancing collaboration among investors, incubators, and innovation-driven institutions, this partnership supports the long-term growth of startups and paves the way for sustained technological advancement in the region.
